Why office of commissioner for state capital territory should be removed in Enugu state


Since the inception of this administration, the overlap of ministries became obvious more prominent is the ministry of state capital territory, whose functions as established under Enugu capital development authority law no 5, 2009 has the following functions .

1.       Updating of master plan of Enugu capital territory with relevant  MINISTRIES  where necessary
2.       Restoring the city to proper standards by continuous monitoring of development standards
3.       Recovery of public parks and green areas
4.       Identify rundown neighborhoods and/or slump and coordinate the relevant MDA for redevelopment
5.       Advising government on the development of Enugu capital territory
6.       Enforcement of compliance with appropriate standards in the provision of municipal services in Enugu state capital territory.

From the above functions one can deduce that this ministry was created to check mate other ministries and the local government in the capital territory to make sure that they are discharging their duties within the capital territory adequately.
These overlap of authority has caused disagreement between the local governments that make up the state capital /the ministry of state capital territory and the other ministry /ministry of the capital territory. This confusion rears its head because the heads of capital territory has bequeathed to themselves all duties within the state capital. No wonder  who takes ownership of traffic warden within the state capital, who collects dues and levies within the capital and recently who maintains bus stop  has because a recurrent issue between MDAs and the ministry of capital territory.
One should not be deceived by the creation of minister of the federal capital because that serves as the governor of Abuja and all that makes the FCT.

We call on the state house of assembly to either scrap this ministry or amend its duties to avoid class of interest in discharge of duties—Onoja Onoyima (Mbu)
