How Metuh tore his statement he named Jonathan in - EFCC

The Economic and Financial Crimes Commission (EFCC) today said the spokesperson of PDP Olisa Metuh, named former President Goodluck Jonathan in the statement he allegedly tore while in custody on January 12th. At the resumed hearing of the case against Metuh at the Abuja High Court, a staff of the antigraft agency, Junaid Said, said Metuh admitted that he received N400 million arms money, which was used for political activities, his personal needs, and assignments delegated by Jonathan.

“My Lord, when he concluded writing his statement, which was on four sheets of the EFCC statement form, I collected the statement and read over it, I then handed the statement over to my superiors Musa and Wetkas. When I was handing over the statement, the defendant said he was surprised that he had written that much and that he felt he had given too much information. Because of the comment, I was worried; I gave him the statement sheets one after the other for endorsement. He endorsed the first and second sheet, but he tore the third sheet. The third sheet was where the defendant disclosed that he received the money for PDP political activities, settle his personal needs and made reference to former President Goodluck Jonathan. My lord, he suddenly tore the statement sheet into pieces. In great shock and surprise, I stood up [and] I asked him why he did what he did. He said he did that because he was no longer willing to give the information on that statement sheet. I then requested the pieces of the statement, he declined and attempted to put them in his pocket, I then cautioned him and told him to respect himself; he insisted that he was going to dispose the torn sheet. I persuaded him to handover the tore sheet and brought one plain paper before him; he poured the pieces on the plain sheet. My other colleagues were there looking at us in surprise as well. “He further tore them into pieces, saying only in the movies would this be recovered. I poured the pieces in the commission’s transparent polythene bag for exhibit and made entry of the incident into the EFCC’s incident duty station diary as well as EFCC’s pocket notebook. Later, in the day he requested to make additional statement, which he made, wrote his name and signed but declined to make any other statement on the torn paper.”he said

Uche Secondus EFCC arrests PDP Deputy National Chairman

The Deputy National Chairman of the Peoples Democratic Party (PDP), Mr. Uche Secondus, has been arrested by the Economic Financial Crimes Commission (EFCC), according to multiple reports.

Secondus was said to have been picked up today, February 24, in connection with some buses he he received from an unnamed person.

"It is true; he is right now (4:30pm) in our office for interrogation’’, the Head, Media and Publicity of the EFCC, Wilson Uwujiaren, told ThisDay.

Until last Monday, Secondus was the Acting National Chairman of the PDP. He handed over to the newly appointed National Chairman of the party, Alhaji Ali-Modu Sheriff.

Secondus' arrest is coming less than one month the party's National Publicity Secretary of the PDP, Chief Olisa Metuh, regained his freedom after spending weeks at the Kuje Prison in Abuja.

He allegedly received N400 million from the embattled former National Security Adviser, Col. Sambo Dasuki (retd), the money which was believed to be from the $2.1billion meant for the procurement of arms for the Nigerian military.

President Buhari has vowed to severely punish all those involved in the 'padding' of the 2016 National Budget. According to a statement by presidential media aide, Femi Adesina, Buhari said this while addressing the Nigerian Community in Saudi Arabia yesterday February 23rd.

“The culprits will not go unpunished. I have been a military governor, petroleum minister, military Head of State and headed the Petroleum Trust Fund. 
Never had I heard the words “budget padding”. Our Minister of Budget and National Planning did a great job with his team. Plot To Remove Saraki, Ekweremadu Suffers Setback…As Judge Withdraws From Suit

The plot to remove Senate President and his Deputy, Senators Abubakar Bukola Saraki and Ike Ekwremadu through a lawsuit filed by five aggrieved senators against their election today suffered a major set back.

This followed the withdrawal of the case file from Justice Adeniyi Ademola by the Chief Judge of the Federal High Court Justice Ibrahim Ndahi Auta.

The decision was taken as a result of a petition from the Deputy Senate President Senator Ike Ekweremadu against Justice Ademola.

In his place, the Chief Judge has appointed Justice Steven Evoh Chukwu also of the Federal High Court Abuja as the new Judge that would determine the case afresh.

Ekweremadu had petitioned Justice Ademola Adeniyi claiming that he would not receive justice from him on the strength of his relationship with former Lagos governor, Asiwaju Bola Ahmed Tinubu who is fingered as an interested outsider in the case.

In the petition to the Chief Justice of Nigeria (CJN) Justice Mahmood Mohammed, Senator Ekweremadu claimed that the wife of Justice Ademola, Mrs. Tolulope was hurriedly appointed the Head of Service by Lagos State Government as part of an alleged measure to make Justice Ademola compromise in the case before him.

The Deputy Senate President insisted that the external influence from Lagos will rob him of justice if Justice Ademola was allowed to make pronouncement in the matter and demanded that the CJN disqualifies Justice Ademola from going ahead with the case.

Although the case has been slated for judgment, the Chief Judge of the federal high court was said to have withdrawn the case from Justice Ademola so that the interest of justice would be better served.

At the final adoption of brief of argument early this year, Saraki had told the court that he did not violate any law or breach any rule in the election that produced him as Senate President in June last year contrary to the claims against him by some aggrieved Senators.

Saraki told the court that he was returned un-opposed in the election by majority of the Senators present on the election day in the upper chamber following his due nomination and endorsement for the office.

In his preliminary objection to a legal action instituted against him and his Deputy, Saraki said that the election being challenged by five senators was free, fair and transparent by all standards and also conformed with the best practice of the world.

The Senate President who argued in the court through his counsel Mr. Kayode Eleja SAN had asked Justice Adeniyi Ademola to dismiss the court action against him as an abuse of court process, frivolous and unwarranted.

He said that the five senators who instituted the court action did not disclose what they lost by his election because none of them aspired or contested the senate presidency with him or any other officers and as such have no locus standi to come to court.

The five senators, Abu Ibrahim, Kabir Garba Marafa, Robert Ajayi Boroffice, Bareehu Olugbenga Ashafa and Suleiman Othman Hunkuyu had sued the senate president and his deputy claiming that the senate standing rule used in their election was amended without due process.

In their suit filed by their lawyer Chief Mamman Mike Osuman SAN, they asked the federal high court to set aside the election for being a nullity having allegedly violated the 2011 standing rule of the senate inherited in 2015.

But Saraki told the court that the process of the election in the senate was a domestic affair of the senators because no part of the 1999 constitution or any other law was violated to warrant any litigation and that the court has no business to inquire into the internal affairs of the senate.

“There are 109 senators in the senate and only five are challenging the election of the officers. The point is that, the interest of the five senators, if any at all, cannot over-ride or be larger than the interest of 104 other senators.

“If they are actually in the majority, as they claimed, they should go back to the floor of the senate and test their popularity rather than rushing to court on issues that are purely internal affairs of the distinguished senators.

“Up till now, they have not pointed out any infraction to the 1999 constitution or any other law in the conduct of the election, they have not told this court what they lost by the election of the Senate President and they have not told this court that they aspired to the office but was denied, they are in this court to waste the precious time of this court and I urge the court to show them the way out”, the counsel submitted.

Saraki’s counsel faulted the vote of proceeding brought to the court to file the action adding that being public documents, the five senators ought to have brought original or certified true copies instead of photocopies that are not admissible in law.

Counsel to Ekweremadu, Chief Patrick Ikweto SAN and Chief Ikechukwu Ezechukwu SAN who stood for the National Assembly adopted the position of Saraki.

However, counsel to the five senators, Osuman SAN claimed that the election violated constitution of the country because the guideline was drawn partly from the constitution.

CCT Trial: Senate Caucuses Meet as Saraki's Fate Hangs in the Balance


There is still more trouble coming the way of Senate President, Bukola Saraki as his trial at the Code of Conduct Bureau resumes leaving the leadership of the Senate in crisis.

The resumption of trial of Senate President, Bukola Saraki might rip the Senate apart as it is now obvious that his trial will disrupt Senate proceedings.
 
It was gathered that members of the Senate met separately at various caucus levels on Monday to discuss the fate of Senate President Bukola Saraki, who is to resume his trial at the Code of Conduct Tribunal over alleged false declaration of assets.
 
According to the Punch, the lawmakers discussed the issues relating to Saraki, especially the likely effect of the trial of Saraki at the CCT after the Supreme Court gave the go ahead order for his trial. The senators are worried of the likely outcome and the way it would affect the leadership of the Senate.
 
It has emerged that there are fears among senators, that there could be another move to challenge Saraki’s leadership at the Senate over his trial.
 
It is further feared that Saraki and his deputy, Ike Ekweremadu, may be removed if they are found guilty by the CCT.
 
However, a Punch report states that a PDP senator and colleagues had agreed to maintain decorum in case the All Progressives Congress Senators, who are against Saraki’s leadership, decide to create any scene on the floor today.
 
The Senator from the South-East geopolitical zone, said, “As members of the opposition, we are ready to pass another vote of confidence in Saraki because he is truly a stabilising factor in the nation’s legislature.

“He commands a lot of respect among majority of members. He is accessible and he carries everyone along, not minding your political party or group affiliation within the Senate.

“So, as PDP senators, we believe that the Senate President should be given the benefit of the doubt as he pleads his case before the tribunal.”
 
Also, it was learnt that the Senate Unity Forum, the group that pushed for the emergence of Senator Ahmad Lawan and George Akume as Senate President and deputy respectively, also held another marathon meeting at an undisclosed location on Monday. Though none spoke on record, one of them from the South-West said they met to perfect their strategy to produce the next Senate President in case Saraki was indicted at the court.
 
The lawmaker added, “We have been meeting as members and strategising on an individual basis. I can assure you that we have our game plan, which we will keep to ourselves.”
 
Asked whether the nation should expect a rowdy or stormy session during plenary today, the Senator said, "It is certainly going to be a real battle for the Senate president as his trial at the CCT resumes. What will happen next, no one knows."

Unbelievable! Footballer Shoots Referee Dead on the Pitch After He Was Given a Red Card (Photo)


A footballer who was enraged after he was shown a red card during a football match, has shot the referee dead in anger.
 
 
A soccer match ended in tragedy when a young player shot and killed the referee after he showed him a red card for a foul.
 
The match took place on Sunday in the Campo de la Ribera area of Cordoboa, Argentina. The referee, Cesar Flores, 48, was killed after being shot three times - once in the head, neck and chest, according to police.
 
A report by MirrorSport, says the referee showed the assailant a red card for making a heavy tackle on an opponent. The player, who is at large, then retrieved a gun from his bag and shot Flores three times. He also wounded another player, 25-year-old Walter Zarate, before fleeing the scene.
 
Walter Zarate, was taken to hospital, though he is not in critical condition.
 
"It all happened during the match,” a police spokesman said. “We don’t know what happened with the referee but the player was angry and went to get his gun and killed him.”

How Cab Driver, Friend Killed American Returnee In Enugu (Photo)

Two undergraduates, James Okoh and Victor Okefie, have been arrested by the police in Enugu over the murder of a lady who was returning to the country from the United States of America.

Okoh is from Amata in Afikpo Local Government Area of Ebonyi State, while Okefie hails from Ajaokuta in Kogi State. Police sources said both were final year students of an undisclosed state university in the South-East.

It was gathered that the lady, identified as Mrs Stella Uhuo, was murdered and robbed by the undergraduates, shortly after her flight landed at the Akanu Ibiam International Airport, Enugu, on November 14, 2015.

A Punch correspondent gathered that Stella had gone to the US for a vacation.

It was learnt that, shortly after landing at the airport, she contacted Okoh, who reportedly combines his studies with a cab business, to convey her to Abakiliki, where she was to deliver some items she brought for some people from the US.

It was also gathered that Okoh was known to Stella and had provided cab services for her on several occasions in the past.

Following the call from Stella, Okoh arrived at the airport with his Volvo car with Lagos registration number EKY 855 CY in company with Okefie.

Some of Stella’s family members were also said to have come to receive her at the airport. It was learnt that her personal belongings were taken away to her house in the car brought by her family members, before she left in Okoh’s car with the items she intended to deliver in Abakiliki.

However, unknown to Stella, Okoh and Okefie had other plans.

On the way to Abakiliki, the duo reportedly diverted the car off the busy Enugu-Abakiliki expressway to a lonely road, where they beat Stella to death, before making away with the items she wanted to deliver in the Ebonyi State capital.

Punch correspondent gathered that the items included dollars, clothes and electronic gadgets.

Having murdered their passenger, Okoh and Okefie reportedly dumped her body at dustbin located along the Enugu-Abakiliki expressway.

Spokesman of the Enugu State Police Command, Mr. Ebere Amaraizu, who confirmed the development, said Okoh and Okefie had been at large since the incident, even as the police commenced investigations into the crime after Stella’s body was discovered.

Amaraizu said the investigations led to the recent arrest of the two undergraduates.

According to him, Okoh was arrested on January 29, 2016, at his hostel in Ebonyi State, while Okefie was trailed to his parents’ house at Ajaokuta, in Kogi State, where he was nabbed on January 31, 2016.

The police spokesman disclosed that Okoh and Okefie confessed that it was not their intention to kill Stella, as she died while resisting their attempt to make away with the items in her possession

About 10 out of the 26 Directors-General and Heads of parastatal and government agencies, who were sacked on Monday, may have a date with the Economic and Financial Crimes Commission as well as the Independent Corrupt Practices and Other Related Offences Commission.

According to a report by The Nation, President Muhammadu Buhari decided to terminate the appointments of the chief executives, owing to the discovery of massive fraud perpetrated in their agencies.

The agencies believed to be under the radar of the EFCC and ICPC include National Agency for Food, Drug Administration and Control (NAFDAC), National Broadcasting Commission(NBC), Federal Radio Corporation of Nigeria (FRCN), Bureau of Public Enterprises(BPE), National Women Development Centre(NWDC); Industrial Training Fund(ITF); Nigerian Investment Promotion Council; Nigeria Export-Import Bank (NEXIM) and Nigeria Social Insurance Trust Fund (NSIT), among others.

One of the heads of the aforementioned agencies was alleged to have spent about N200 billion on the Peoples Democratic Party’s presidential campaign in 2015 while some of the former chief executives was reported to have awarded contracts to close associates.

The report quotes a source in the know, to have said: “At least 10 of those sacked chief executives will be handed over to the EFCC and the ICPC. The report on their misconduct is ready for these anti-graft agencies to act upon.”

“All security agencies received the list of those affected about 24 hours before the formal announcement. They will all be placed on surveillance until cleared. Some of them have actually appeared before EFCC and ICPC in the last eight months. Their cases are under various stages of investigation.”

“The revelations are mind-boggling and it is sad that some of these chief executives continued with the impunity even after a new government had taken over. The President bid time to get intelligence report on the atrocities, recklessness and outright graft by some of these former CEOs before sending them packing.”

According to the quoted source, one of the DGs was implicated in a N68 billion fraud and other illegal expenditures and loans allegedly secured without proper approval.

A former female chief executive was also alleged to have donated N700 million to the PDP’s presidential campaign in January 2015, while also spending N800 million on the furnishing of an office and the construction of a store at N240 million instead of N40 million.

One of the heads of the 6 government media agencies was said to be unable to account for most of the funds incurred from advertisements during the 2015 election campaign.

The unnamed DG reportedly purchased a licence for an electronic medium and used public funds to purchase sophisticated equipment for the new private outfit.

Meanwhile, the DG of another agency was alleged to have hidden over N15 billion in a secret account- an act which is in violation of the regulations of Treasury Single Account.

Another DG, who was in charge of an agency generating about N9 billion internally, was discovered to have left behind more than N6 billion debts, upon his sack.

8 political parties sue Ugwuanyi over Enugu LG appointments By Ezeocha Nzeh

About eight political par­ties in Enugu State have dragged the state Governor, Ifeanyi Ugwuanyi to Court, follow­ing his decision to appoint Care­taker Committees for the 17 Local Government Areas of the state in­stead of conducting election. The parties, which sued under the auspices of the Inter Party Ad­visory Council, (IPAC) asked the Court to declare the appointments made by the governor illegal and order him to conduct local govern­ment election without delay. These parties which include Allied Congress Party of Nige­ria (ACPN), Democratic People’s Congress (DPC), Labour Party (LP), Hope Democratic Party (HDP) and others, noted that the decision of the governor was not acceptable; stressing that it would kill and drastically retard the devel­opment of the Local governments. Commending the actions of the political parties, the Enugu State chapter of IPAC condemned the unilateral appointment of Local Government Chairmen and Depu­ties in the 17 Local Government Areas in Enugu State by the Execu­tive Governor of Enugu State.

UNN rated best in Nigeria, 14 in Africa – Omeaku



The University of Nigeria, Nsukka, UNN, has been graded the best in the country and among the best 2000 in the world in the latest Webometrics ranking released in January this year.
The Webometrics University Ranking, which provides indicators for more than 12,000 universities in the world, is based on university web presence, visibility and web access.
The ranking system measures how strongly a university is present in the web by its own web domain, sub-pages, rich files and published scholarly articles.
The ranking system is premised on the belief that web presence is a reliable indicator of the global performance and prestige of the universities and could serve as an indirect way to measure efficiency of universities in the performance of their tripartite function of teaching, research and knowledge transfer.
Acting Public Relations Officer, PRO of the UNN, Chief Okwun Omeaku made this known at Nsukka, saying that the improved rating of the institution was not unconnected with the enhanced research efforts in the university following the Vice-Chancellor’s encouragement and financial reward system.
According to Omeaku, the ranking which started in 2004 is updated every January and July.
In the latest edition of the ranking, the UNN was rated the first in Nigeria, 1389th best university in the world and 14th best in Africa based on its Google Scholar citation profile.
The University of Ibadan was graded 1608th in the World, 18th in Africa and 2nd in the country.
“In the penultimate Webometrics ranking, the UNN was ranked 7th in Nigeria and 82nd in Africa, and had no trace in the global rating,” he said pointing out that the administration of the university, under Prof. Benjamin Ozumba had introduced a- publish-and-be-paid policy to encourage academic staff in engaging in impact factor-based researches.
Under the policy, the university administration pays publication fees for research papers that have been accepted for publication in journals with Thompson Reuters Impact Factor.
The administration also undertakes to give cash rewards to staff who publish in the approved Impact Factor (IF) journals.
Such reward ranges from N10, 000 to N200, 000 depending on the IF rating of the journal.
The Ozumba-led administration also approved N100,000 as seed capital for over 214 research groups in the university.
“The UNN is the only university in the country where staff are paid for publishing research articles that will be considered for their promotions,” Chief Omeaku, added.
Omeaku further said that the rating was the first sign of a glorious future for the university. “The Vice-Chancellor, Prof. Ozumba, is determined to make the UNN the best in Africa and among the top 10 in the world. That will happen sooner than later,” he pointed out.

Enugu Police uncover Bomb near State house of assembly


 POLICE detectives in Enugu on Saturday uncovered an object suspected to be an exploded Ordinance ((UXO) near the Enugu State House of Assembly  Complex and the Nigeria Television Authority (NTA) Hostel in Ogui all in Enugu metropolis.
It was learnt that the UXO which was part of the civil war left overs buried in the ground was first seen by construction workers who were working in the area.
SUNDAY TRIBUNE gathered that the builders on sighting the suspected object,promptly alerted security operatives who immediately arrived the scene and evacuated the unexploded ordinance.

Fulani Herdsmen strike Enugu, butcher man


Fulani Herdsmen have struck again, this time in Enugu community leaving in their wake a tale of woes.

The attack by the cattle rearers happened in a little community in Uzo-Uwani Local Government Area in Enugu State where a young man was butchered and found lying a pool of his own blood.

Residents of the community are in panic of another attack presently as the Fulani herdsmen have grown more daring in recent times even with the Federal Government turning a blind eye to their havoc wreaking activities.

The residents of the community have since sent out an SOS to security operatives in hopes for protection.

The herdsmen who have grown from beggarly normads involved in minor conflict with their host communities to full fledged kidnaps, murder and outright invasion of communities such as in the kidnap of Chief Olu Falae, former Secretary to the Federal Government, murder of the Delta State Monarch, HRM Akaeze Edward Ofulue III and the repeated invasion of Benue state communities responsible for the death of hundreds of persons to mention a few instances of their atrocious activities

World has slipped into ‘new Cold War’: Russian PM


Russian Prime Minister Dmitry Medvedev said Saturday that strains between Russia and the West have plunged the world into a “new Cold War”.

With tensions high over the Ukraine conflict and Russia’s backing of the Syrian regime, Medvedev said: “All that’s left is an unfriendly policy of NATO against Russia”.

“We can say it even more clearly: We have slid into a new period of Cold War,” he said, speaking at the Munich Security Conference.

“Almost every day we are accused of making new horrible threats either against NATO as a whole, against Europe or against the US or other countries.”

Medvedev criticised the expansion of NATO and EU influence deep into formerly Soviet-ruled eastern Europe since the end of the Cold War.

“European politicians thought that creating a so-called belt of friends at Europe’s side, on the outskirts of the EU, could be a guarantee of security, and what’s the result?” he said.

“Not a belt of friends but a belt of exclusion.”

He added that “creating trust is hard … but we have to start. Our positions differ, but they do not differ as much as 40 years ago when a wall was standing in Europe.”

ECOWAS Parliament As Ekweremadu Exits Amid Accolades

Where will the current Nigerian political players and leaders be in 60 years from now? Not even the writer of this piece will likely still be around then.

Interestingly, that is when Nigeria, as a country, will have the opportunity of producing another Speaker to head the Parliament of the Economic Community of West African States, ECOWAS Parliament. Senator Ike Ekweremadu has just completed his four-year tenure, as Speaker of the Community Parliament.

Ironically, following Senator Ekweremadu’s emergence as the Deputy President of the Senate, in June, last year, one of the strongest points being canvassed by those opposed to his emergence was that he was going to deny the ruling All Progressives Congress, APC, the opportunity of producing another Speaker of the ECOWAS Parliament. But if they had done their home work well, they probably would have known that the position would not be available to Nigeria again, at the expiration of the Third Legislature of the Community, which officially lapsed on Thursday, February 4, 2016.

Before Ekweremadu’s emergence as the Speaker of the Parliament, in 2011, there was a power rotation arrangement, based on alphabetical order of the names of member States. Therefore, the journey, which Ekweremadu started, on behalf of Nigeria, on August 11, 2011, came to an end February 4, 2016. And until about 2076, before any other Nigerian could start another of such journey, on behalf of the country.

Interestingly, Ekweremadu’s tenure, as Speaker, ended with the Community, marking its 40th year of existence, just as the Fourth Legislature was inaugurated on the same occasion, with Hon. Moustapha Cisse Lo of the Republic of Senegal, emerging as the new Speaker, to lead the Fourth Legislature.

Delivering his valedictory speech, Ekweremadu described his tenure as Speaker, as one, which repositioned the Parliament. He described the adoption of the Supplementary Act on the Enhancement of the Powers of the ECOWAS Parliament by the ECOWAS Authority of Heads of State and Government, as the greatest achievement of the Third Legislature of the Community Parliament, under his leadership.

This is even as he seized the opportunity to appeal to The Authority to have the Act signed into Law in earnest, so as to enable the Parliament exercise legislative powers and also carry out oversight functions.

Hear him: “By far, the most important objective and success recorded by the Third Legislature of the Community Parliament remains the adoption of the Supplementary Act on the Enhancement of the Powers of the ECOWAS Parliament by the Community Decision Making bodies.

“It is important to note that the Supplementary Act enjoyed the inputs of all necessary organs and institutions of the Community. On its part, ECOWAS Authority of Heads of State and Government adopted the Act during its 46th Ordinary Session in Abuja on December 15, 2014”.

He was, however, quick to add that his only regret was that the Act was not signed into law during his tenure, adding that it was nevertheless “gratifying that we brought this age long quest from nothing to a point where this institution is just signatures away from evolving into a true Parliament.”

According to him, the ECOWAS Parliament remains the only regional parliament in the world, without legislative powers, adding that it was normal for regional legislative bodies to exercise legislative powers and carry out oversight functions.

While emphasizing the need for the Act to be signed into law, Ekweremadu further said: “From the European Union Parliament to the East African Legislative Assembly (EALA), which is a year younger than the ECOWAS Parliament, it is normal for regional parliaments to exercise legislative powers and carry out other fundamental functions of a parliament such as oversight function.

“For emphasis, today, the ECOWAS Parliament regrettably remains the only regional parliament anywhere in the world without legislative powers. This should be a big embarrassment and reproach to us as a sub-region.”

He also reiterated that the enhancement of the powers of the Community Parliament was in tandem with the fundamental principles of democracy, international best practices, the ECOWAS Revised Treaty, and the New Article 13 of the Supplementary Protocol.

He added: “It is common knowledge that true democratic governance rests on the tripod of the Executive, Legislature, and Judiciary. The enhancement of powers is not for competition, but for the good governance of ECOWAS. It is to build strong institutions necessary for running a balanced and transparent ECOWAS. Importantly, it was the vision of our founding fathers to give expression to voices, challenges, and aspirations of the peoples of West Arica in a true and vibrant Parliament.”

Ekweremadu said his regime brought it closer to the people, by delocalising Committee meetings in and outside the various capitals of the Member States, a thing, that saw the Parliament converging, for the first time, in its history, on a venue-Accra, Ghana, in 2012, outside Abuja, the seat of the Parliament, adding that “it was also been replicated in various Member States such as Praia and Dakar, taking into cognizance the three lingual blocks of the Community.”

Ekweremadu listed other major achievements of the Third Legislature of the Parliament, under his leadership to include the bequeathing of a befitting parliamentary complex, while also handing over a grant of about N1 billion, secured by him, for the construction of an office complex. He urged the new leadership to ensure that the grant was strictly used for the purpose for which it was received.

Other efforts at repositioning the Parliament, he said, included ensuring that the 115 seats of the Community Parliament were fully occupied for the first time, in the history of the Parliament, with the coming of Cote d’Ivoire and rejoining by Guinea; elaborate capacity building for members and staff of the Parliament; creation of visibility and awareness for the Parliament, and revival of the Conference of the Speakers and Presiding Officers of Parliaments of West Africa.

He further explained that the Third Legislature built elaborate and beneficial partnership with other regional and international legislative bodies, while also launching the ECOWAS Parliament into the realm of parliamentary diplomacy for the economic development, peace, and security of the sub-region.

 

“As the people’s Parliament, the Third Legislature of the ECOWAS Parliament contributed its quota towards regional peace and security and the consolidation of democratic governance, rule of law, peace, integration and development. We were consistent and loud in our stand against forceful and unconstitutional takeover of government, terrorism, insurgency, and militancy. We variously deployed the weapon of parliamentary diplomacy to rally international and local support against such enemies of progress. “Importantly, we physically visited most flashpoints to understudy the real issues and made suggestions, which the ECOWAS Authority of Heads of State and Government and other ECOWAS institutions and organs have found useful in resolving various political crises and challenges of insecurity in the sub-region. Furthermore, we treated with dispatch Referrals regarding to peace and security, youth employment, joint border posts, among others.

“It could also be recalled that I made a strong case for an Inter-regional Summit of Heads of State and Government of the Central African Economic and Monetary Community, CEMAC, and the ECOWAS in my closing remarks at the 2013 1st Ordinary Session of the Community Parliament in May 2013. I stressed the need for greater cooperation, strategy, and capacity to fight terrorism and insurgency. I am happy that the Government of France, a key ally in the war against terrorism and insurgency in West Africa, saw the need for such dialogue as it hosted several Heads of State and Government of the two regional blocks in Paris a year later, to activate inter-regional dialogues on terrorism and insurgency in both sub-regions,” Ekweremadu, added.

In his goodwill message, President of the Nigerian Senate, Dr. Bukola Saraki, described the ECOWAS Parliament, as one that has done “creditably well, in fulfilling its mandate.”

Particularly, he recalled that the Parliament blazed the trail in 2006, when it rendered popular opinions on certain issues that have direct bearing on the promotion of the standards of living of citizens of member States, adding that “this is especially noted on infrastructural development, migration, public and investment, to mention but a few.”

He further said:”the role of the Parliament was further enhanced when in 2009; the Niger Republic political crisis emerged. Indeed, it was on record that the Parliament’s input largely informed the decision of the ECOWAS Authority of Heads of State and Government to impose sanctions on Niger Republic over the attempted tenure elongation of the then incumbent President of that country. We can with pride state that this Parliament has done creditably well in fulfilling its mandate.”

While reiterating the commitment of the National Assembly under his leadership to support and work with the ECOWAS Parliament, to realise its objective of evolving as a true Parliament, with legislative powers, Dr. Saraki, commended the Third Legislature of the Community, under the leadership of Ekweremadu, for driving the process of transforming the Parliament from “its current advisory and consultative status,” to one of “co-decision and lawmaking.”

To Ekweremadu, Dr. Saraki said: “I want to congratulate you for your eventful leadership of the Parliament. I also congratulate you for the completion of a successful tenure.  You have done us proud, and we are proud to be associated with you. We will support the new Speaker, the way we supported our own, Ekweremadu.”

On his part, President of the ECOWAS Commission, Kadre Desire Ouedraogo, urged the new Speaker of the Parliament to emulate his immediate predecessor, Ekweremadu, and follow in his footsteps, so as to help him (new Speaker) build on the gains recorded by Ekweremadu, especially as it concerns relationship between the Parliament and the Commission.

According to him, the working relationship between the Commission and the Parliament, under Ekweremadu’s leadership, was such that it made the Commission’s tasks seamless.

He added that: “I would like to commend the contribution of the members of the Third Legislature of the ECOWAS Parliament to the Community’s efforts over years. While agreeing that, just as in other institutions, the conditions have not been easy, but, under your (Ekweremadu) leadership, the Parliamentarians have demonstrated requisite devotion and wisdom, which have enabled them attain the heights, they attained”.

To the Fourth Legislature, Ouedraogo, further said: “I have no doubt that, as in the past, you can count on the positive orientations and active support of our Heads of State and Government, who have high expectations for regional integration.”

Speaking shortly after his election as the new Speaker of the ECOWAS Parliament, Senegal-born Moustapha Cisse Lo, who paid glowing tributes to his predecessor, Ekweremadu, for laying a good foundation, pledged his commitment to build on the legacies of his immediate past predecessor, just as he promised to preserve the goals and ideals of ECOWAS, adding that as he was taking over from Ekweremadu, he would complete the task started by him.

He expressed the desire for ECOWAS to have a Parliament with full legislative powers and not one, which could only bark, but lack the powers to bite, saying that “if we have decided to stay together, then together we must defend the ideals of ECOWAS, and together we will build a strong and united Parliament. ECOWAS gave no powers to the Parliament. But it is high time it becomes a Parliament with full powers”.

To his predecessor, Ekweremadu, the new Speaker, said: “we will continue with the work you started, and push it to the end. We are counting on you. We will always consult you; so that we can tap from your experiences, so as to enable us overcome the challenges of the Community and those of our various governments.”

How the president Presented A Budget Document with incohorent Contents

President Muhammadu Buhari has ordered an immediate investigation into allegations of fraudulent padding of allocations in the 2016 budget, with strict orders that all cases of discrepancies, errors and ambiguities be resolved promptly, a senior government official told PREMIUM TIMES Thursday.
The chairman, Senate Committee on Appropriation, Danjuma Goje, (APC-Gombe State), and his House of Representatives counterpart, Abdulmumin Jibrin (APC-Kano), said the suspension was necessary to enable the National Assembly carry out “proper clean-up” of the budget.
Earlier, a senior presidency official blamed “budget mafia” for the controversial contents, in reference to civil servants responsible for preparing the budget.
Another top administration official who pleaded anonymity, said the government was avoiding publicly stating its position on the matter for now to avoid playing into the hands of its critics.
The official said both the Finance and Budget & National Planning ministries were determined to effect the necessary corrections and turn in a clean copy of the document for approval.
He blamed most of the errors in the budget on “over-ambitious civil servants” in the budget office who handled the preparation of the document prior to the appointment of ministers by Mr. Buhari.
He said by the time the ministers were eventually appointed, they had no sufficient time to properly scrutinize the budget for errors, in view of the tight deadline each of the ministries got before the final presentation to the joint session of the National Assembly on December 22, 2015.
To enable the budget to be cleaned up of all the controversial allocations, the official said a high-powered panel had been constituted with a mandate to investigate all observations and concerns by individuals, media and agencies, particularly the National Assembly.
“The presidency has ordered the immediate investigation of all the allegations and issues, particularly on padding, raised by the National Assembly on various ministries, departments and agencies of government,” he said.
“The investigative panel is expected to critically look into the budget item-by-item, incident-by-incident, with particular attention to the reactions from the National Assembly, ministries, media, civil society groups or indeed anybody that raised concerns regarding the padding of the budget.
“All corrections would be made to ensure that the budget was passed as soon as possible. I assure you government is working cautiously on the corrections with the intention of correcting any error or malfeasance spotted in the 2016 Appropriation Bill. If there is any error whatsoever, it is being sorted out straight away,” the official added.
It remained unclear what sanctions the government was considering for officials that might be found to be involved in padding the budget. Our first source had said those involved might be fired.
The House of Representatives had asked government to order the Economic and Financial Crimes Commission, EFCC, and the Independent Corrupt Practices and other Related Offences Commission, ICPC, to arrest and prosecute top civil servants behind the budget padding scandal.
On its part, the Senate said, apart from the prosecution of the civil servants, the Minister of National Planning and Budget, Udo Udoma, and other top officials of the ministry should also be sanctioned.
However, the official exonerated the minister, saying “That the budget could be presented the day it was presented and in the manner it was done was due to the extra effort and hard work by the ministers who inherited what the civil servants had already prepared.
”By the time they took over, most of the ministers did not have a good grasp of the details of the budget of their ministries”.

I mean, there are many ways of having fun on Val’s Day. It may not be everyone’s idea of Val’s day fun, but fun is fun. And who better to show love on the global love day than the one you love most: You.
 
Below are a few ideas you could implement to ditch the moodiness and the mundane senselessness of worrying over ‘the curse of singleness’ (I wonder who created that phrase sef. “Curse of Singleness ko; Blessing of ‘Double-ness’ ni).
 
Spoil yourself; who better to love than you?
If I were a lady, I would go to the spa, and indulge myself in a full body massage…sweet. I will equally go get a manicure/pedicure, or stay in and order take out. Then I will take great comfort in the fuzzy feeling I get from taking excess cheap valentine chocolate (One day indulgence won’t make me gain 10kg, will it?) And who says I need a guy to buy it for me?
 
As a guy, I could take a trip; the more adventurous, the better. I could fly to a far-away state, go mountain climbing, or visit a forest reserve like the Ngwo Pine Forest in Enugu. I can send flowers to myself and laugh at my past failed relationships (I no go kill myself jare).
 
By the way, loving yourself is the first way to learn to love others.
 
Reinvigorate a forgotten hobby or finish a stale project
Whether you are a ‘single-single’, a single parent or divorcee, you probably have a hobby that you have neglected for a long time. Thankfully, this year’s Valentine’s Day is on a Sunday. That means, you ain’t going to work.
 
Personally, I used to play a lot of Scrabble, Chess, and Ludo. I could revisit those or snuggle up with a novel… not a romantic one of course. (Abeg I no wan spoil my mood with all those mushy-mushy thoughts)
 
Why not pick up your pen and finish writing that project. If you are savvy with the pencil, painting brush, or carving knife, create something. Try your hand at making a song or building a beat.
 
Turn Val’s day into raw cash
The worst days to be broke are December 25th and February 14th. Guess what, you can turn the tide a little on Val’s Day.
 
Engage yourself in productive work that can give you extra income. It’s Val’s day, so there will be a lot of partying and merry making. You can do home deliveries, offer cooking services, play in a live band, or even make use of your DJ skills that day.
 
You can equally offer to work the shift for any of your friends or colleagues who is busy with Val, and charge them a little dough. Just look for something temporal you can do to keep you from feeling lonely which will equally get you extra bucks.
 
If that is not taking advantage of Valentine’s Day, then I don’t know what is.
 
Take advantage of the mass misery
As an unwritten rule, every young man or woman has at least one single friend. It is never just you. And knowing that, has a way of easing the pressure.
 
You could decide to have a day out with the guys or girls. Visiting malls and bars in groups will ease the moodiness you might feel otherwise.
 
Have crazy fun together. You can all go play snooker, table tennis or go swimming. Laugh about your singleness and your failures in relationships. Perhaps even go camping for the day
 
Alternatively, you could have a day in with them. Order in, watch TV and laugh at the ‘silliness’ of all those people “in love”.
 
Take a trip backwards in the time machine and see what you can dig up
Locate your school year book, or the diary where you stored old contacts you haven’t seen or spoken to in years!
 
If you can afford to, make very long calls to these people that least expect it. It is usually enough amusement to hear their reaction when they find out who is calling.
 
This way you could stay in bed all day making calls, chatting or ‘skyping’. Find out the latest gists. Ask for who is married, who is still single, and who works where. Dig a little deeper and find out who is now a senator or a janitor, chief or thief. 
 
Send your love someone else’s way
This is the noble way to go. In the end Val’s day is about Love and there are a thousand people around you starving of love too.
 
You could decide to spend the day with your lonely mother or sick grandpa. Take them to see a movie or something.
 
I remember organizing a hospital visit on Val’s Day when I was in my final year. We included flowers among the items we bought. We told the patients that God sent us to tell them that He still loves and is still thinking of them. They were so happy and some almost cried.
 
Yours could be giving out some of your stuff or doing some work at an orphanage. Such exercises will leave you feeling fulfilled. Scrap that; you’ll feel like you just changed the world.
 
Figure out what you really want in a relationship
This is equally the best day for that very important self-talk. Have a chat with yourself, and ask critical questions. Why are you single? Na choice, abi na condition? Why did your last relationship fail? What part did you play?
 
Also think, decide and write down what you really want in your next relationship. And make sure you include the role you will play for it to come to pass.
 
In the end, love is beautiful. And who says you have to be miserable on the day of Love, just because you are single?

Nigeria will shake if I reveal what happened under Jonathan’s administration – Ex-ADC


adc2Col. Ojogbane Adegbe, former aide-de-camp to former president Goodluck Jonathan, has warned that another Dasukigate may be imminent if he is forced to reveal what transpired in that administration.
The Economic and Financial Crimes Commission (EFCC) arrested Adegbe on Wednesday in Lagos where he went through rigorous interrogation before he was flown to Abuja yesterday.
It was learnt that interrogation proceedings of the former ADC by the EFCC officials could open up a new can of worms, which “could surpass what is now known as Dasukigate.”
In December 2015, Jonathan’s National Security Adviser, Col.Sambo Dasuki was arrested by the Department of State Security (DSS) and handed over to the EFCC over his role in the $2.1 billion arms purchase scandal.
The money, meant to purchase arms for the military fighting insurgency in the North-East, was said to have been diverted through the office of the NSA and used for 2015 campaign for the Peoples Democratic Party (PDP).
The EFCC is hopeful the former ADC may soon give details of all he knows with regards to financial transactions and the dramatic personae involved in the last administration, an insider told the Sun.
Preliminary findings, including recovered documents, were said to have suggested a large-scale of questionable expenditure with funds sourced from and outside the arms purchase deals.
Another source told the newspaper that, “most of the funds were reportedly diverted soon after the election was postponed from the originally scheduled date of February 14, 2015 to March 28, 2015.”
Among the active participants in the alleged loot, was a top official of an agency set up to discourage militancy in the South-South, who is currently outside the country.
At the centre of the interrogation of the former ADC, who has been moved to Abuja, Daily Sun reported, was the “mind-boggling spending” during the two weeks’ extension of the general election, “which runs into several trillions of naira, when converted from foreign currency.”
Sources disclosed further that many top Nigerians, “including some very close persons” to the former president, may likely be called to explain and defend their roles in the handling of the funds, a chunk of which was sourced from the agency.
The ADC who was arrested in Lagos a few days ago, was alleged to be attending a senior officers course when he was picked up for interrogation.
Before him, many serving and retired military officers had been quized in connection with the arms purchase deal during the Jonathan administration.
